C'est ce Comité qui prend des décisions et donne des orientations dans le secteur agricole au Bénin. A la fin de chaque journée ou tout au moins sous 48h les participants se retrouvent au bureau du Bénin à la COP pour faire le point des avancées des négociations ayant eu lieu et harmonise les comportements de suite à adopter dans chaque thématique. Cette dynamique commune facilitée par le projet Benkadi a été une première et a permis de mieux coordonner et valoriser la participation pays. L’adoption de la SNAEB a déjà permis de promouvoir le maraîchage biologique à l’endroit des femmes. Benkadi contributed to its operationalization in 2023 and 2024 through the adoption of the National Strategy for the Promotion of Ecological and Organic Agriculture (SNAEB). This strategy requires the promotion of EOA in the agricultural sector in Benin. In 2024, Benkadi therefore focused on the Operationalization of LOASAN through monitoring the inclusive functionality of the CNOS-CDeS-CCoS, promoting the participation of the national and local levels of stakeholder categories for the promotion of ecological and organic agriculture (EOA and SLM). The CCOS sessions are therefore held regularly at the local level with strong participation from the PASCiB focal points (FP) who monitor, control and carry out citizen evaluation of the Government's interventions in the agricultural sector. During the CCoS sessions, the PASCiB focal points, who carry out citizen monitoring and control, highlight the shortcomings noted on issues of agricultural product health safety, access to microfinance for women market gardeners, access to borehole water for irrigated agriculture, and several socio-economic and environmental problems in the agricultural sector. Furthermore, all 77 focal points in the 77 municipalities of Benin have been trained by Benkadi in the promotion of EOA and adaptation to climate change. All these efforts have resulted in the government adopting a national strategy for the promotion of ecological and organic farming, microcredit for the activities of women market gardeners and several villages that have benefited from drilling and a water supply network for agriculture. For sustainability reasons, Benkadi in 2024 ensured the operationalization of the decree on the protection of marine areas of the coastal strip at the MCVDD through the validation of the PAGs and the strengthening of the Community Biodiversity Conservation Associations. The National Olympic Committee has also been functional through the regular holding of CCOS sessions in the 77 municipalities of Benin and the promotion of ecological agriculture in the project's intervention localities. The first time was during the updating of the PAGs of the Ouémé Biosphere Reserve and the second time for the Mono Biosphere Reserve. Two different ecosystems for which the Community Biodiversity Conservation Associations (ACCB) have been involved at the national level to ensure that the MPA decree is operationalized through the revision of the PAGs of the two reserves. In this way, they have been able to ensure that gender-sensitive actions and climate change issues (AbE) are taken into account in the PAGs. Once the concerns of the communities, CSOs and local authorities have been taken into account, the process continues to the national level with the support of CENAGREF to the MCVTDD. The national level verifies the link with national guidelines and local planning documents (PDC). After this verification, the Government validates the PAGs and brings them to the UNESCO program to ensure that they are taken into account and possibly funded. Adopted in June 2022, with the participation of the Benkadi project, which placed greater emphasis on and ensured the inclusion of Sustainable Land Management (SLM), this law aims to establish sustainable, inclusive, and resilient agriculture by integrating citizen participation, multi-stakeholder dialogue, adaptation to climate change, and consideration of vulnerabilities, particularly those of women. In 2023, the establishment of the National Steering and Monitoring Committee (CNOS), largely composed of CSOs with grassroots branches (Communal Steering and Monitoring Committees, CCOS), made it possible to structure the monitoring and evaluation of the law, providing a framework for national consultation on agricultural issues. Support for the Benkadi initiative reinforced this dynamic through the involvement of civil society and collaboration with central and local authorities. The year 2024 marked a phase of concrete action with the adoption of the National Strategy for the Promotion of Ecological and Organic Agriculture (SNAEB), supported by Benkadi. The Communal Monitoring Committees (CCoS), led by the 77 PASCiB focal points, ensured active citizen monitoring in the field, identifying problems related to access to water, credit for women market gardeners, and the health safety of agricultural products. These efforts have led to concrete progress: the adoption of policies favorable to agroecology, support for women, the development of agricultural infrastructure, and a stronger foundation for citizen oversight. Preparatory discussions were held with employers' organizations with a view to organizing a workshop with influential private sector stakeholders. This phase was crucial in initiating a strategic dialogue on corporate social responsibility and sustainability. In 2023, a significant step forward was taken with the adoption by employers' organizations, local companies, and subsidiaries of multinationals, with the support of trade unions and civil society, of a voluntary and non-binding charter designed to encourage companies to integrate the principles of sustainable development and social responsibility into their activities. This is the Charter on Corporate Social Responsibility (CSR). This official framework marks a recognition of the importance of the private sector's role in combating climate change, protecting natural resources, and integrating sustainability principles into economic practices. In 2024, although the direct target is set at zero, Benkadi has stepped up its efforts to promote the CSR charter and build the capacity of the private sector. The focus has been on climate finance opportunities, including through training sessions on access to green funds. These actions aim to encourage the private sector to become actively involved in the implementation of ecological and organic agriculture (EoA) measures and in the preservation of ecosystems. In addition, synergies between the private sector, local authorities, sectoral ministries, and CSOs have been consolidated, marking a shift towards more collaborative and integrated climate governance. In 2022, a major turning point was marked by the adoption of Decree No. 2022-033 of January 5, 2022, creating Marine Protected Areas (MPAs), the result of a baseline study on coastal habitats and ecosystems. That same year, the institutional organization was strengthened with the appointment of 23 members of the CNOS/MAEP, drawn from the Presidency and key sectoral ministries. In 2023, this decree was operationalized through the updating of the AMP Management and Development Plans (PAG), incorporating crucial components such as biodiversity, climate change adaptation, gender, and social inclusion. The year 2024 confirmed the sustainability of the actions: the PAGs were validated and community conservation associations were strengthened. The functionality of the CNOS was consolidated through regular CCOS sessions in the 77 municipalities, which enabled better integration of AbE into the agricultural sector, notably through the implementation of the SNAEB. They contributed to the development of the PCDA Methodological Guide, the National Climate Change Adaptation Plan, the National Strategy for Ecological and Organic Agriculture, and the Gender Action Plan on Climate Change. These contributions made it possible to integrate essential cross-cutting dimensions such as gender, social inclusion, endogenous knowledge, and the ecosystem approach. In 2023, this momentum was consolidated at the international level during COP 28 in Dubai. For the first time, Benin's participation was structured around strategic coordination facilitated by the Benkadi project, ensuring greater synergy among delegation members and increased influence on the negotiations. In 2024, CSO action focused on the ground, through the participatory review of the Management and Development Plans (PAG) for the Ouémé and Mono biosphere reserves. Thanks to the involvement of the Community Biodiversity Conservation Associations (ACCB), fragile ecosystems were identified for better protection, and local concerns (gender, climate) were integrated into the PAGs. Finally, in 2025, this recognition was institutionalized by the signing of a ministerial decree establishing a formal framework for dialogue between the MCVTDD and CSOs through the Synergie platform. This step marks a consolidation of the role of CSOs as key players in environmental and climate governance in Benin.
