2. The implementing NGO ASIC has carried out information and awareness-raising activities in the village of Tietiguila following reports of deforestation and the need to protect the forest. The NGO is continuing to facilitate dialogue between local elected officials (the town hall, which has appointed a focal point), village authorities, the village association, the technical structure of the Water and Forestry Department and the prefect.  The aim of this facilitation is to get the local elected officials of the commune of Kolokani (Tietiguila Village) to adopt a decree to defend 2900 ha of forest in order to preserve the forest and the ecosystem in the commune of Kolokani.

In short, the underperformance will be catched up in 2023 as the preparatory work (sensitisation and facilitation of dialogues) is on track</narrative>

Après la prise de contact et les échanges avec la Direction Nationale des Eaux et Foret sur le code forestier, il est ressorti que le code forestier est disponible. Les thèmes du changement climatique, de la gestion durable des terres et du reboisement sont suffisamment pris en compte. Mais le blocage était que la loi est votée mais rangée dans les tiroirs donc méconnu du grand public. C’est ainsi SECO-ONG a organisé différentes sessions de concertation avec les différents acteurs au niveau national et local. Ces concertations ont permis de contribuer Dissémination de la Loi N°10-028 Déterminant les Principes de Gestion des Ressources du Domaine Forestier National auprès des acteurs du secteur privé et les autres acteurs. Les copies de la loi furent partagées à grande échelle. Cet exercice a contribué au renforcement de la compréhension et l’appropriation des OSC et du secteur privé de la loi 10 – 028 du 12 juillet 2010. 
De plus, il a été décidé des rencontres périodiques entre la direction Générale des Eaux et forêt avec le secteur privé et les autres acteurs du programme Benkadi pour le suivi de la mise en oeuvre du code forestier. 
Quant au code sur l’environnement le processus est en cours. Le CNT (jouant le rôle d’organe législative au Mali) a été rencontré pour partager avec cette entité les attentes du programme Benkadi </narrative>

1. From 2021 to 2025, SECO-NGO contributed to the dissemination of Law No. 10-028, which defines the principles of national forest resource management. The dissemination of this law was blocked by insufficient financial and human resources. SECO-NGO targeted private sector actors and other programme stakeholders, thereby helping to strengthen their understanding and knowledge of sustainable forest management in Mali. It also promoted better collaboration with the Water and Forestry Department, particularly with regard to procedures related to the clearing of new fields. 1. In 2023, the municipality of Wacoro adopted a municipal by-law, compliance with which was ensured by monitoring committees set up for this purpose.
2. Faced with persistent difficulties in the village of Tietiguila, Kolokani's elected officials proposed to intervene in the village of Guenzena, which was facing similar deforestation issues and required forest protection measures.
The forest known as the Tiétiguila forest comprises a group of eight villages (Guenzena, Tietiguila, Koumi, Safinèbougou, Zia, Gongouna, Fara, Niallan) covering 2,900 hectares of forest.  The ideal that led to this objective was to get the municipality to adopt a decree (a single text) for all eight villages around Tiétiguila in order to preserve the forest and the ecosystem in the municipality of Kolokani. Following difficulties encountered even with the involvement of the Water and Forestry Services, the Town Hall and the Sub-Prefect, a consensus could not be reached, which is why support was limited to the village of Guenzena in order to avoid conflict.
The NGO ASIC then carried out information and awareness-raising activities among the local populations. As a result of these efforts, the municipal authorities of Kolokani adopted a decision during the municipal council meeting on 13 November 2024 to protect seven hectares of forest in Guenzena with the aim of preserving the forest and ecosystem in the municipality of Kolokani.</narrative>

              <narrative xml:lang="fr">Between 2021 and 2025, thanks to active advocacy and support from SECO-NGO, there has been increased participation by young people, women and people living with HIV in monitoring committees and in the process of developing and revising Economic, Social and Cultural Development Plans (PDESC) in the 24 municipalities covered by the programme. This inclusive dynamic aimed to influence local decisions in favour of better consideration of issues related to reforestation and SLM.
Under the impetus of NGO partners, these committees actively contributed to the ESDP development processes. To date, 20 municipalities have validated their ESDPs, incorporating concerns related to gender, reforestation and SLM.
 
The two new PDESCs adopted are those of the municipalities of Zan Coulibaly and Kolokani. The contributing factors for Zan Coulibaly were that the Benkadi programme's team of experts supported the revision of the PDESC by providing its expertise to ensure that the PDESC was compliant and consistent during its revision, in agreement with the elected representatives and the municipal secretary general. For the municipality of Kolokani, the process took longer because of the new division, which assigned new villages to the municipality.
The failure to finalise the remaining four PDESCs can be explained by several constraints: insufficient financial resources in certain municipalities, the dissolution of certain municipal councils, and the repercussions of the new administrative division.</narrative>

Elles ont formulé des objectifs qui ont été intégrés dans les PDESC de Sagabala, Guihoyo, Yallankoro Solaba, Sido et Koumantou.  

Ce soutien en plaidoyer et en genre a été essentiel pour renforcer l'autonomie et la représentativité des femmes. En permettant aux membres de ces organisations de développer des compétences en plaidoyer, en communication et en leadership, on favorise leur participation active dans les prises de décision et les actions qui les concernent. Cela contribue à promouvoir l'égalité des genres et à créer des espaces où les voix et les perspectives des femmes sont prises en compte de manière significative.   </narrative>

Their contribution was instrumental in the validation of 20 PDECs incorporating these issues. Another concrete example was the successful advocacy by women in the village of Bassala for access to drinking water. Faced with limited access to drinking water, the women of Bassala were trained by the NGO Mali 2000 in advocacy, which they successfully carried out with the authorities until a borehole was obtained in 2023.
The impact of the training was confirmed by pre- and post-training evaluations. To sustain these gains, Benkadi strengthened the Citizen Watch Committees (CVCs) to support and reinforce the advocacy actions of CSOs.</narrative>

Following the training received, young people from Soulouba (Keleya commune) lobbied the municipal authorities, resulting in the community rehabilitation of a heavily eroded rural track through the installation of stone barriers as part of the GDT.
